To create an effective lantern carnival one of the first considerations should be what time of year will this be happening ?

Winter gives more opportunities for community involvement as the in UK the nights start earlier and younger participants may be involved

A lantern parade or static display is most effective the darker it is but even with street lights you can get good effects with 12 volt car battery lights as with this Christmas parade in Pembroke Dock

Hand held stars and globes work well too with cheap battery torches

I think a larger light is needed with something like this rocket

Keeping the willow frame to minimum allows more light to get through the tissue paper
